What is the Town Council responsible for?

Car Parks:

Southwell Town Council manages the car parks in:
- King Street
- Church Street
- Bramley (behind the Library)
- Park Lane
- Memorial Drive
- Leisure Centre (part-owned and maintained with The Minster School and the Leisure Centre Trust)
Newark & Sherwood District Council enforces on and off-street parking offences.

Highways & Grit Bins:

Nottinghamshire County Council is responsible for the maintenance of roads, pavements, footpaths, pothole repairs, road markings, gritting, road improvements, verge cuttings and road closures.
NCC also provides yellow grit bins and a limited supply of grit.
BUT Southwell Town Council match funds NCC for minor pavement repairs and purchased four blue community grit bins (filled by residents).

Markets:

Southwell Town Council runs the Southwell Markets and activities in the Market Square

Open Spaces:

Southwell Town Council owns and maintains:
- The Burgage
- Riverside
- Froggatt’s Field
- Orchard Land
- Memorial Park, where some land is leased to the Bowls Club, Tennis Club and Southwell City FC
- Centenary Sports Ground in Brinkley, which is leased to Southwell City FC, which maintains it
The Council leases and maintains:
- Norwood Gardens play area
- Minster Fields
- Open areas
- Open areas in newer housing developments, like Humberstone Road

Road & Street Cleaning, Litter & Dog Bin Emptying

Nottinghamshire County Council is responsible for:
- cleaning roadside drains
Newark & Sherwood District Council is responsible for:
- street sweeping
- emptying litter bins
- emptying dog bins
BUT Southwell Town Council
- purchases dog bins
- pays NDCS to empty dog bins
- pays NDCS for extra cleaning of Market Square

Rubbish & Recycling:

Newark & Sherwood District Council is responsible for refuse collections and collection of local recycling.

Tourism & Events:

Southwell Town Council’s Tourism and Events Co-ordinator is responsible for:
- Lantern Walk
- Funday
- Tourist Information Centre (rented from the Minster & staffed by volunteers)
- Visit Southwell website & Facebook site

Planning:

Newark & Sherwood District Council is responsible for decisions on planning applications
BUT Southwell Town Council is consulted on all Southwell planning applications and takes an advisory role

Flooding:

Nottinghamshire County Council is the Designated Flood Authority.
Newark & Sherwood District Council is the co-ordinating body for Emergency Planning.
Southwell Town Council is not responsible for flood mitigation. However, the Town Council takes flooding very seriously and is:
- responsible for repairs to banks of watercourses on Town Council land
- a partner of Southwell Flood Forum

Cemeteries & Burial Grounds:

Newark & Sherwood District Council is responsible for maintenance of cemeteries. Southwell Town Council has no responsibility for maintenance or provision of cemeteries.

Southwell Leisure Centre:

Southwell Leisure Centre is managed by an independent Trust. Southwell Town Council has three trustees on the board.

Property Ownership & Rental:

Southwell Town Council owns and maintains:
- The Old Court House
- Church Street toilets

Special Projects:

Southwell Town Council is responsible for using additional funding on special projects.
- 2018: CIL funding was designated to create new facilities in Memorial Park, where the outdoor gym area was built.
